In post production. Audacity doesn't apply effects in real time.A noise gate will take care of that automagically.

As above, even if you do force it to work, it may not work if somebody else has to play it. Departing from standard formats is dangerous. And a note: MP3 files create sound damage and it gets worse as you edit them. Not recommended for production. Is this your podcast? Who is your target audience? Koz

Effect > Equalization > Curve: Low Rolloff for Speech, Length of filter: 5000 > OK.
If that doesn't do it, record it again. It's possible to get wind noise so bad that it distorts the microphone. Once it does that, there is no clean sound to rescue.
