Are you devising a backup recording?
This is an important broadcast recording I did. The stuff on the left is my setup and Audacity. The stuff on the right is the client's backup recorder.

If you do get close, you may find you've reduced the quality of everything to the worst one. Probably not the goal.

I think the combination of bad equalization and media noise is going to be fatal, even if you do it by hand. There's another error, too. Tape transfer curves aren't straight. They have dips and non-linearities, so you would be fighting, in effect, compression damage in addition to all the other prob...

So it seems it's a really bad idea to convert to anything else in a Thunderbolt-3 or USB-C system. They don't use pure 5 volt like early USB. They negotiate the voltage and change the characteristics as needed. That could be where your ratty USB whine sounds were coming from. It's OK now, right?

Audacity doesn't apply filters, effects or corrections to recordings. The most exciting this it can do is turn recording on and off with presentation volume. Thunderbolt-3 and USB-C are compatible. It's terrifically good to know that. So yes, I would expect that to work.
