Yes, but. That's not the restriction. You can't edit or do MP3 post production without introducing distortion. WAV files ripped from Audio CD are in 16-bit 44100 format. Try that. 24-bit format and 96000Hz sample rate is a recording studio format. I would not expect your car to be able to play them. Audacity will open the sound part of many video formats. You need a video editor or video app to put the corrected audio and original video together.

I'm just reading that again. If you're recording with a separate recorder (not Audacity) and you're editing in a separate video editor, what do you need Audacity for?since it doesn't handle videos. I need to sync the audio from an audio recorder to the video from a video camera

Sure, but you should try it as a long test or two before you start recording the governor of your state. If you're recording on a laptop, there's lists of things that can go wrong. You probably don't have to deal with 25 knot winds in the park (that's what the fuzzy covering does), but they also use it to suppress other people, dogs, traffic, etc.
