Did you determine that the Audacity FFMpeg was damaged or defective, or are you just assuming it can't be any good? You can use your own FFMpeg through the File > Export system. We can't see you, so we have to build your system in our heads to have any chance of fixing it. Part or model numbers are good because we can look up anything you list to see how it's supposed to work.

That can also give us a clue if you're trying to use something that we know may never work.

Please note at no time did we delete the original Perfect Quality WAV file. That's your archive copy. You can make a WAV into anything else, but editing or doing anything to an MP3 will cause sound quality degradation.

You might consider "clean" starting.

Shift-Shutdown > Wait > Start. That resets many more things than the other techniques.
