I believe if you install Audacity with the GUI, it will ask you if you're really sure you want to install Audacity. Effect > Graphic Eq...

The sliders on the left affect the low tones and the pitch changes get higher as you go to the right. Use the preview button to see what the tones are doing after you move the slider.

Audacity has a set of simple tone controls.

Effect > Bass and Treble.
