Are your Audacity Preferences set to Mono? Audacity comes out of its first installation set for mono, not stereo. This burns everybody.

If you're on a PC:

Edit, Preferences, Audio I/O, Recording, Channels.

Reset for 2 (Stereo)

I have an excellent idea why its doing that. Lame has a setting for Minimum Duration. It has to do with compression efficiency. Lame is a huge program with hundreds of variations and settings. I know of no limiters. Audacity is standing on the sound services and analog to digital converters of the computer. If the digital converter chips won't generate audio numbers over a certain value, You're pretty much stuck. You can do it in post, right? Export the performance as a WAV file and then ...

The Project File/System has to save all the UNDO levels. It's not allowed to forget anything. However at any time, you are allowed to Export to WAV... and that file, big as it is, will only contain the parts you want. You can then open that new file and continue editing.
