Audacity adds a dither signal to WAV output so the conversion from 32-floating to 16-bit fixed errors don't cause problems. That conversion is never going to hit the theoretical -96dB noise floor ("zero" noise) no matter what tools you use. You can turn dither off in Preferences > Quality....
