That's correct. However, if you're using an iMic, trust me, the noise floor is not 76 dB with a 20 dB headroom. That's what Audacity does when it encounters a compressed file and it can't really figure out how to manage it. It usually does that on import, tho. You have an odd duck, there. Before I dig through this, where did the howl come from? 11026 is a most unusual sample rate for doing production.

You are probably clipping or overloading the analog services long before the digital services get into trouble. The effects, or actually most of the tools only work when you have some audio selected. You can select everything, and that counts, too. Edit > Select > All.
