Effect > Change Speed. If they're both wrong, that's the tool. It gracefully changes the playback speed until you get what you want without too much sound damage.

What are you calling it? You can get very odd conditions if you violate Filename Hygiene. Upper Case Letters, lower case letters, numbers, -dash-, and _underscore_. Those are the only safe characters to use in filenames. The Windows people have an additional list of forbidden words from the DOS era ...

After you apply the tools and got all the good readings, export a WAV sound file and post that.noise floor was at -67.0 dB and RMS passed.

Are you starting to run out of space on your drive? When Windows deletes something, it doesn't actually delete the whole work. It just deletes the address of where the work is on the drive.
