You see the red bouncing lights in the record meter, but you see a straight line on the timeline instead of a wiggly audio waveform? Where are they bouncing? You can apply all these tools to any audio you select, the entire performance or even just the right or just the left of a small segment if you want. There are people applying effects to each click and pop on a photograph record capture.

Use the Black Down Arrow on the left of the track to Split Stereo Track. Select the low volume track. Apply Effect > Amplify. From the top track, black down arrow > Make Stereo Track.

Export as usual.

Select some audio. Audacity effects only work when there is audio selected to work on.
