Do you have a show loaded in the timeline? I loaded a very simple song and Generate > Click Track... gives me an opening dialog where it asks me measures, beats, rhythm, etc., etc.

Upper left tool box. The envelope tool which looks like two white arrows squeezing a blue line. This lets you free-form change the volume to anything you want any time you want.

Open some audio onto your timeline, select by clicking and dragging or Edit > Select > All.

Effect > Change Pitch...
