Do you still have access to the original machine? If you do, Export all your valuable work as WAV files and copy them over to the new machine. It is almost impossible to move Projects. I suspect Audacity is limited by the internal configuration of sampling and bit depth. Audacity has 96000 and "Other." I wonder how high Other goes? Also, where are you going to get the input from? Certainly the sound card isn't going to go up very high..

Audacity does not and has never been able to scrub. You can change the cursor position and play from there.

Most filters and plug-ins work by selecting some sound on the timeline and then selecting a filter (generally Effect > Something). The effect you selected will present a control panel where you set your desires. Then press OK.
Play the work. If you badly screw up, Edit > Undo.

Audacity appears to follow the computer time--and it does it in 24-hour clock. Right now, it's 1528 hrs in New York State.

While I figure this out, it would make me a lot happier if you had used the words "My computer clock is perfectly set and still Audacity is off."
