Getting rid of it at the recording or capture stage is by far the most valuable way to do it. It can also be the most difficult.

You need to describe exactly what you're doing. Where did the hummy performance come from? Yes, yes plug in the floor, but where the the sound come from?

Do you think you have enough smileys?

The Effects pallet does not become active until after you select some audio on the timeline. Either Click-Drag, or Edit >Select > All.

The direction may depend on what you have. Are you trying to match a very low live performance with pre-recorded dance tracks? It's not just volume that doesn't match in that case. The Party Line is that you can have both 1.2.x and 1.3.x installed on your machine at the same time, but you can never have more than one Audacity open. Even instances of itself. It gets nervous and can easily produce damage.
