Clipping is one of the fatal mistakes. There are no good (or even marginal) software packages that can help.

I don't think the application is actually closing and opening back up again. I think whatever error you have is causing a Windows screen redraw. You can use the magnifier tools to zoom into the segment of show that you want to delete. Then click and hold at the beginning of your sound and drag to the end. Let go and press Delete. Audacity has an undocumented feature that kills you when you're trying to diagnose a problem like this. It will seem to import or accept a damaged sound file and play it, but it won't do anything else. So the failure isn't Audacity Export, it's Audacity Import.
