How did you add the silence? Generate > Silence? Audacity doesn't actually edit MP3 files. Few programs can. They convert it to editor native format, edit that, and then convert back. Sometimes you can get around wacky 1.3.6 problems by trashing your audacity configuration file. I'm not totally sure where it is on a Windows machine, but you can search for that. audacity.cfg is the usual suspect file name.
