Lame was needed to make a new MP3 back when making an MP3 was licensed. That's not true any more. Audacity has been able to open MP3 files forever. I think most of that is your laptop internal fan. Whatever you did, don't do that any more. This is brute force killing each whistle individually with Notch Filters. Here's something you can try while we wrestle with this.
Make a half-hour recording in Studio One. Length not critical. Open it in Audacity. Reduce everything down to seconds. Divide. Is the error still 1.12367?

Nope. The error is too big for that.NTSC
The error is 1.12367, not 1.001.
And they're both at 44100 sampling rate......
Yeah. I want to see the file analysis, too.
