Skype will usually let you record the local microphone. Almost never record the far side. So each person records their own microphone. Quite a few productions work like that. You could take this upside down. Since Audacity has zero trouble open an MP3, what you have isn't an MP3.

Are you hand-holding the microphone? That's what it sounds like. Put it down on the table on a towel or other pad. I'd expect the Limiter to be able to handle that small amount of "over 0 dB" without noticeable damage. Listen to the work on Something Else. It's not unusual for computer playback to have problems and make somebody think they have a bad show when they don't. I got stuck with bad computer...

You can't use the Skype machine for anything else. That's the trick. Record the mixed performance on your phone or other recorder placed between you and the computer speakers. Some sound processing is really entertaining because it can turn plain, ordinary noises into different noises making them much harder to fix.The creaking is almost as if you were hand-holding the mic in that test

I am interested in correcting overload caused by RMS Normalize with the least damage and fewest tools.

I'm not interested in correcting a bad performance. That's damage mitigation and not a job for simple mastering.then there are more fundamental problems with the recording

Audiobook Mastering—all of it—will always give you a passing grade for peak and RMS. If you recorded well in a quiet, echo-free room, that may be all you need for submission.
