I'd expect the Limiter to be able to handle that small amount of "over 0 dB" without noticeable damage. Listen to the work on Something Else. It's not unusual for computer playback to have problems and make somebody think they have a bad show when they don't. I got stuck with bad computer...

You can't use the Skype machine for anything else. That's the trick. Record the mixed performance on your phone or other recorder placed between you and the computer speakers. Some sound processing is really entertaining because it can turn plain, ordinary noises into different noises making them much harder to fix.

I'm not interested in correcting a bad performance. That's damage mitigation and not a job for simple mastering.

I am interested in correcting overload caused by RMS Normalize with the least damage and fewest tools.

Audiobook Mastering—all of it—will always give you a passing grade for peak and RMS. If you recorded well in a quiet, echo-free room, that may be all you need for submission.
