You could go through the business of copying and cutting and pasting and trimming, but if you have them where you want them right now, I think you can just Export As WAV and Audacity will combine them for you into one mono (if I understand what you want) sound file. Both of the tracks say "Mono...

I think these tools are better in 1.3, but Project > Align Tracks.
For example, place the cursor someplace in the timeline. Project > Align Tracks > Align With Cursor, and the start of the track will snap to wherever you put the cursor.

Switch and Super are the two programs. The free one is a pain in the neck but the paid one is much easier in every way and converts more formats.
Or, yes, you can deal with ffmpeg. Both Audacities can be installed on your machine, but you can only use one at a time.
