That's using the shortcut tools. You could do it manually by defining three points. Instead of notch=400, you define 399=-0db, 400=-40dB 401= 0dB. I have a totally right-brain idea what's going on. The Audacity Export module scrambled the file header. Depending on where the INFO service looks, it gets a different number.
