You have a classic unstable Mac. The keyboard settings do not change themselves ad lib, even on the Beta version of the software. Audacity is a complete slave of the machine on which it's running. When was the last time you Verified and Permission Repaired your System Drive? Are you running Audacity...

Also, unsaid, is the Quit functions are working now, too. 1.3.7 had that thing where you had to Quit the program in a wacky way. I think in 1.3.7, it's in two steps. The first step asks you if you want a "wav" format. After that, it presents you with another format screen and that's where you pick the sample rate, etc.

On a Windows machine, "Super" or "Switch" (Google) can be used to convert a sound file to multiple other formats.

Audacity doesn't have a treble control, but it does have the equalizer. Select a short portion of sound that illustrates the error best.
