The desperation method is to open 1.3 with your valuable work and Export As WAV . WAV files will open up in all versions, anywhere. There is a setting that prevents Audacity from trying to change the machine.

Missed a piece. You know that to "reload" Audacity you just have to trash the audacity.cfg file, right? You don't have to blow away the whole program.
