You can change the sample rate of the project with the little window in the lower left. That affects the export sample rate. There used to be a way to change the bit depth like that too, but I can't find it in 1.3.6. Still looking.

That microphone appears to be a cheap knockoff of a Shure SM-58. Assuming it's working, the trick is to get the pins in the connector adapted to your sound card.
