There is no MPEG 3. The format everybody calls "MP3" is really MPEG 1, Layer III, a video format. The video was pretty awful, but the associated sound format worked really well, so they kept it.

Yes, that's a very poor work-around because MP3 takes its pound of flesh each time you go in and out.

Do you get the same problem with exporting a WAV? The desperation method is export a WAV and convert to MP3 somewhere else. That will be far higher quality (but won't solve the problem).

Mess around in Apple > System Preferences > Hardware > Sound > Output. See if rational things are selected as far as you can tell. Do you run Skype or Vonage? You are listening to "One Computer Late." Sound takes that long to get from one side of your computer to the other and no software adjustment is going to fix that, probably. You might want to try Audacity 1.3. 1.3 has better delay and management controls than 1.2 did, but it's still not go...
