I'm going with no. The latest Audacity has a batch command called chains, but it's very basic and you can't arbitrarily select what goes in it. It doesn't learn what to do like the one in Photoshop.

I think I would do this by reading the lines twice through. Select one pass and add echo and reverb. Make a mess out of it.
