Not Vista, more like Windows® Windows does everything in Windows Media which is highly compressed h.264/MPEG4 audio streams. Audacity will not Scan forward like holding the [>>] button on your VCR or DVD player. But you can start playing anywhere you want by clicking inside the blue waves -- the timeline.
The spacebar will stop and start the playback. You don't have to click on the Play and Stop buttons.

For a very high-end card like that, I would expect a separate setup software package. That's a PCI card. Does the card information say it will run on a Mac? There's also usually a list of compatible audio programs. What does that say?

If you were running 1.2.6 on an Air, you had the wrong Audacity and that's why the Lame wouldn't load. Intel Macs take 1.2.5. Or used to. Leopard on Intel machines killed off Audacity 1.2.x.
