The tools in Audacity 1.2 only work when there is some audio selected on the timeline. Edit > Select > All if you want a tool to apply to the whole show.

Actually, the two-tone blue turns out to be a trick of the graphic. If you zoom in, it goes away and it's different on each computer's graphic display system. Screeches or squeals almost always means you tried to play a song type that Audacity doesn't understand. Convert in Super or Switch to WAV before you try to edit. Audacity isn't a very good converter and many songs on the internet now are music types other than MP3.

"My [project/song/clip] plays way too fast." is almost always caused by incorporating a compressed clip or audio segment that Audacity doesn't understand. This is much more likely to happen in Audacity 1.2 than 1.3, but it affects both. Convert everything to a graceful format (WAV is good)...

You might be able to use labels for this. Once you find the absolutely perfect cut point, park a label there (Apple/Control-B). The label will become sticky or magnetic when you're trying to insert a segment or clip. Inexporably drawing you into the perfect edit.
