At first pass, it sounds like either compression damage (MP3 problems) or a phone echo cancellation.

Sometimes noise has signatures or leaves tell-tail damage. For example, there is a USB sound error that we can recognize from across the room.

Audacity has no tools to get rid of echo. It's one of the permanent errors. How are you doing the podcast? Each person records their own voice and sends the sound file to you? That's a little "marching cats," but it produces the best sound. If you try to do that with a machine set to recor...
