This happens most often when people try to clean up or organize their computer after capturing a performance. Audacity records the exact names and locations of everything when you Save as Project. It always looks in the same places and if there's something missing or misnamed, the show will not open...

That's the good news. When it asks you "English?" that means you succeeded in a reinstall.
In Obsolete, Unstable Audacity 1.2, formats are all set in Preferences, not at Export.
Audacity > Preferences > File Formats.

Most people think they can Save a sound file in Audacity. They can't. They can, however, Export one. Make sure Audacity Preferences are set for 44100, 16-bit, Stereo.
