You're still running multiple media packages at the same time. Your hard drive has to play the song in real time, VLC has to run in real time, Audacity has to run in real time and the capture has to write to the hard drive in real time. Too many real times. As has been pointed out already, none of this stuff works in Audaciy 1.2, whose forum this is. It's all available in Audacity 1.3. Audacity only had very sketchy support for command line operation. Theory says yes because record and playback are different panels on a Windows machine, however...

You should probably kill the Audacity Preferences which in 1.2 for Windows is very hard to do. try downloading and installing Audacity 1.3.7. You can put both on your machine as long as you only use one at a time.

This generally happens when you apply sound to a computer (usually PC) that has Automatic Level Control turned on. It also happens frequently if you feed the high level output (Line-Out, Tape Out, Headphone Out) of a mixer into the low level input (Mic-In, Pink) of your computer. That's a bad sound ...
