Change the Audacity. There is no stable Audacity 1.2 for us with modern Macs. The only working Audacity left is 1.3. Intel Macs have never worked with 1.2.6, and Intel + Leopard killed off 1.2.5. Don't confuse simple with bizarre.
Using the black down arrow on the left, Split Stereo Track. Convert each track to mono. Effect > Amplify > -6dB. Track > Mix and Render. Export. The Mix and Render step may be "QuickMix" in some early versions of Audacity.

You must be stopped for the tools to light up. Record Pause will not do it, and you have to have something on a timeline. Lame Password?
The latest Lame service runs an installer that requires the machine system password. Why? Audacity installs without exposing the system password, why shouldn't lame -- or is there another way to get lame?

Audacity isn't a really good converter, sometimes even when it's supposed to be.
However, Audacity will sometimes lead you down the garden path and blow you up when you least expect it.
Where did the show come from? Audacity doesn't manage foreign and odd filetypes very well.

The Audacity Development Team is chronically short of time, manpower, and money. They're struggling to bring out v.1.4.0 and there is still a significant list of bug fixes and feature requests. I'd say, yes. You are out of luck.

WAV is the production format, MP3 is the delivery format. They don't cross well.
MP3 is produced in frames not continuous music like WAV or equivalent, so producing split second timing isn't possible.
