What are your Audacity Preferences set to? Numbers like 44100, 16-bit, Stereo?

The first thing we need to deal with is the Version. You mention Audacity 1.3 and yet you posted in the Audacity 1.2 forum which is it? If you're using Audacity 1.2, you probably shouldn't be. Assuming you're on a PC (you didn't say)... Edit > Preferences > File Formats > MP3 Export Setup > (Pick your encoding number) > OK. I would restart Audacity to make sure the change sticks.
