That's pretty unusual. You're sure there wasn't a software package or driver to let you change it? I have trouble believing somebody made a USB sound card that would only do 32-bit.

Yes. Twice. Audacity will not edit an MP3 file. It converts to an internal uncompressed format and then re-compresses at the other end.
You want one of the MP3 editors that doesn't have to re-encode. You don't get fancy-pants effects, tools, and editing with those, but it may be enough.
