We warn people against trying to do production in a compressed format. WAV is for production and effects, MP3 is the delivery format. They don't cross well.

You do need to perform the defragmentation. Windows splits files up into fragments to fit the data into all the nooks and crannys on the hard drive. Space on the drive is only clean and clear for about the first week, after that, it's all scrambled. The more scramble, the slower the drive is. Defrag...

I suspect what you really want is to do those tricks to a single clip buried in a much larger show or timeline. No, I don't think there are any automated tools to do that.
