Audacity comes defaulted to [X] Overdub selected. That means the instant you try to record something, Audacity will try to Play to your device. Obviously with a turntable, that will not work so well.
Audacity > Edit > Preferences > Recording > [_] Overdub (de-select) > OK.

There's no blips on the db monitor. I can fix that. The Desperation Method is make it happen on a different computer. Audacity is free.but can't be duplicated.
The other Desperation Method is stop using 3.0.0.
Unless you were solving a specific problem with the upgrade, don't upgrade. It's not an "upgrade" if your production stops working.

Noise Reduction can usually go after because that's not likely to change the loudness. If it does, you got a lot more problems than simple volume changes. Do you know what the noise is? Do tone control before. You should be careful with those because boosting and suppressing midrange (around 3000Hz)...
