I don't think you can. The keyboard will always follow the focus of the active window. How would the computer know if SpaceBar is to put a space in a Windows document or Play/Stop Audacity?
I'm going with second computer. Let's see what the others say.

Because of where you posted, we don't know which version of Audacity you have. If you have 1.3 +, you can set the export specifications at export. If you're on 1.2, you will need to set it in Audacity Preferences and then restart Audacity. I don't remember there being a 32-bit non-floating option. L...

Audacity defaults to 44100, 32-bit floating, Mono when it wakes up the first time. That can cause problems because not all applications know how to handle 32-bit. I can get one LogiTech USB microphone running on a Mac just by selecting 44100, 16-bit, Mono in Audacity and then the chipset number in System Preferences (it doesn't always say "Logitech"). Nothing needed in Audio/Midi Setup that I know of. Aggregated is up for grabs. No idea. Not a clue....

Audacity defaults to 32-bit floating for its WAV file production. That can cause problems. See what happens when you change the Audacity Preferences to 44100, 16-bit Stereo. Restart Audacity. Quick note on gapless CDs. Music CD do not actually support gapless performances. They do support changing the existing gap duration to zero. This seems like a silly difference, but that gives you one continuous performance with no stops in it and still lets you navigate to any one gap with the play...
