Effect > Normalize will adjust the volume of both sides of the performance independently.
You can also split the stereo tracks with the tools on the left and then apply any Audacity tool to one side or the other.

It's not unusual for Windows to become confused when you plug a USB device in. It tries to manage sound both directions to that device. Sound from the turntable to the computer works pretty well, but it also tries to send playback back to the turntable. That doesn't work so well. Windows Control Pan...

Audacity has all it can do to capture a sound piece, stop, and play it back. It has never been able to do multiple things at the same time, and as far as I know, doesn't have a programming language for you to write your own.

Like wind noise you get when recording at the beach? You don't. You are listening to your computer process the music, although one second or longer is too long for straight latency (its official name).
