Audacity projects do not have a "file format" because Audacity will not save sound files. To generate a sound file from your Project you have to Export one. Export As WAV.

Thinking about this for a minute, a formal filter would need to duplicate the first second of the work, apply the filter, and then remove the duplication. That gets around the First Second damage.
