Audacity has a tool called Snap To. It drags your cursor to the next nearest time interval. In Audacity 1.2 it's Edit > Snap To. In Audacity 1.3 it's a setting on the bottom of the edit window.

If the sound card does additional tricks compared to a very old SoundBlaster, then the maker has to include a control panel to manage the services. Even the newer SoundBlasters had one. I have a Blaster with 6 channel output and digital inputs and outputs and the control panel goes for several pages...

Many M-Audio devices use ASIO software drivers. ASIO makes terrific, well behaved software that they insist on being paid for. So Audacity doesn't support it. In this case "Stable" Audacity may be a little optimistic. Pull down 1.3 and see if that doesn't work better.

Without knowing anything else, change Audacity Preferences to 44100, 16-bit, Stereo and restart Audacity. Try it again. If you're trying to capture a USB microphone, it's 44100, 16-bit, Mono. Restart and Capture.
