There's another restriction. A lot of USB devices use ASIO software drivers and Audacity doesn't support ASIO. Uninstall your device, unplug it and plug it back in again. If Windows loads a Microsoft device driver you win. If it doesn't, you lose -- or see if there are updated Windows drivers. 44100...

If you're on a Windows laptop, chances are there is no Line-In. Don't confuse the built-in Windows sound services with the USB device. You tell Windows to accept sound from the USB device full stop.
