You might find some value in Effect > Click Removal. That's designed to suppress clicks and pops on phonograph records, but I think it just works by sensing very high level and reducing it.

Worth a shot. Past that, I got nothing.

Did you notice that we've been pushing you off to Audacity 1.3.11 at every opportunity? There's a reason for that. In case we never got to tell you, all these tools are under the black down arrow to the left of the track, not at the top of Audacity.

And don't fog the issue with other quality problems. Let's get the basic tools to work first, then we'll deal with your broken sound card.
