I don't know. Newer Macs didn't support 1.2.6 even when it was current. We can wait for one of the Windows elves to drop by.
Don't let the "Unstable Beta" label fool you. We wish the Developers would let us change it. Audacity 1.2 hasn't been the flagship product for a long time.

AUP isn't a sound file. It's a project manager -- a bookkeeper. It's job is to point to all the other files in your show so the Audacity Export tools can make a sound file. You can certainly install both safely, but only use one at a time. Audacity 1.3 Projects will not open in 1.2
