There's a sawtooth setting for Generate > Tone. You might be able to force that to work. It's in Audacity 1.3.12.

No because there's more than one way to achieve an effect. You can get a pretty good distortion effect with Effect > Leveler. Pick an aggressive setting and apply it more than once.
