Not quite enough here to go on. How are you getting your voice into Audacity? Are you playing the music back and announcing over it creating two tracks? You can easily make your voice louder by selecting it and Amplify. You can use the tool defaults and it will go as loud as possible or select a val...

That's actually two problems. The last unconditionally stable operating system for a G4 was Tiger OS-X 10.4.
