It's probably possible to force the older Audacity to do this, but you should probably give up and install Audacity 1.3.12 which has FLAC built-in.

You can install both versions as long as you only use one at a time. Audacity 1.3 projects will not open in 1.2.

There are ways to force certain computers to accept two inputs at the same time, but they're not generally good for production. They're digital celebrities and they generally stop at two.
