Add / Remove Plugins remembers plugins whether they are still there or not. There is no Rescan button.

I deleted pluginregistry.cfg, plugins.cfg and pluginsettings.cfg and restarted the machine to bring everything up to date.

One other note. I get far fewer spinning beachballs than earlier. So the Mac thinks this is a more graceful process. The only one left is when the scan panel in 2.3.3 closes. 2.4.1 never gets that because it crashes.
