It's not against the rules, but it's pretty scary because it means that in 24 time zones, nobody has a solution for you. Audacity can not be forced to access sound that Windows will not manage. How did you find it? How did you know to execute the command?

More importantly, does it happen in Audacity 1.3.12?

Modern Macs do not support Audacity 1.2, so when you start having wacky problems, that's your cue to upgrade.

I converted the whole 50 min. 26 second stereo show. -86% tempo and -12% pitch. It took the machine an hour and a half to process, but was still standing when done. And it plays.

Shift-Select the tracks you want to move from the left tool panel of each track, press the Time Shift Button and push them earlier or later, wherever you want them to go.

Audacity 1.2 outlived its usefulness about two versions of Windows ago. Install Audacity 1.3.12 and see if a lot of those problems don't vanish.
