You posted in the Audacity 1.2 forum. Are you running 1.2? Audacity 1.2 is seriously old and not supported on modern computers.
Most of the forum elves are running Audacity 1.3.12 in spite of the "Beta" warnings.

Did you get the lame from the same place you got Audacity? This is a complaint from someone who got the wrong one. We use a custom blend of lame. And, by the way, you should not be in Audacity 1.2. That's hopelessly out of date and not supported on newer computers. No Audacity will not edit MP3 file...

Can you point to the specific place where they tell us what to do? Within the WAV format, you can have variations and they're not all universally supported. I'm also surprised they accept WAV at all. Everything on phone systems is compressed to save space and money.

You violated the Audacity rule of only doing production in one sound format. Audacity doesn't convert well and you can cause some serious problems by crossing formats.
