This is very common, but what usually causes it is somebody plugging their high-level stereo show into the Microphone Input of the sound card instead of Line-In. Mic-In overloads very easily and you can't reduce the sound level with the volume controls.

Audacity AUP files aren't sound files. Try exporting As WAV and post two or three seconds. A good ground zero is to set everything -- Audacity Preferences and the device -- to 44100, 16-bit, Stereo. Restart Audacity. See if that doesn't help.
