Certainly go over to 1.3. Audacity 1.2 has some serious stability issues with modern computers. However, you can also Record Pause instead of Stop. It used to be possible to unconditionally recommend USB microphones as long as you conformed to certain simple conditions -- you only ever needed one mic, you were within three meters of the computer, etc. This series of microphone messed that up.... We usually only push you over to 1.3.12 if you're having instability problems -- common with 1.2 on modern computers -- or you're missing tools. Yes. A skilled editor could correct one note by either laying in a new note or pitch shifting the existing one -- assuming you were only playing that one note. Administrator, 'root', and koz with administrator privileges are not the same. Apple suggests strongly that if you don't need a root account that you leave it out.

Much better WAV, AIFF or other uncompressed format. MP3, AAC, and the compressed formats always create sound damage and you can't stop it. MP3 is a final delivery or listen to your iPod format, not a production format used to create other or different music.
