Is the left side noisy or just nothing? If it's noisy, use the tools on the left drop-down menu: Split Stereo Track > "X" delete the left track > (menu again) Mono. If you need to use this work in stereo production later, you might want to install Audacity 1.3.12... http://audacityteam.org...

I'm better than even sure that's a future feature request.
Audacity is not a surveillance or a TiVO system -- rolling recordings and go back and play while it's recording, etc.

It's not stupid, but it is a little odd. You want to add software so you can apply an effect to the Audacity timeline? Like Effect > Chorus-Simulation. Did I get that? Vocoder uses two different sounds. Your voice is one sound and a musical instrument or other sound is the other. You can make yourself talk through a train whistle or other musical sound. You could put a separate voice as the second sound and mix them.
